Patronage Not Recognized

I'm getting a message telling me I'm not allowed to access Patron-only files or forums, but I checked my PayPal account and made my quarterly payment this month. Is there a setting I need to adjust on my end?

 

Also, I tried sending a "support" message via the Contact Us option, but it requires me to select a department even though no departments are available for selection...
