In Germany, Joseph Goebbels is fined for libeling President Paul Ludwig Hans Anton von Hindenburg for an inflammatory article published in Der Angriff.

Contruction work begins on the 129 kilometre Albert Canal in northeastern Belgium (named for King Albert I of Belgium), which would ultimately connect Antwerp with Liège.
