Summary
A Navy SEAL team is sent in strict secrecy to investigate a ship, the Roger Revelle, which has lost communications in a sudden fog. The ship has been conducting tests on Russian torpedoes, and it's crucial to recover the ship and retrieve information on what has occurred.

Synopsis
The Investigators have been sent under false pretences. The ship has been experimenting with DNA from a race of amphibious humanoids, mixed with flu virus, for military or bioweapon use. They reported an escape of the bioengineered virus, which has devastated the crew; the admiral was warned only to send biohazard crews with full gear.
However, Spencer, the scientist in charge is a double agent, and the release was a deliberate plan. Spencer plans to sell the virus to the highest bidder to finance another project, "Phoenix".
Soon, the Russians appear on the scene. They were the first to discover the fish-men, and had planned to capture them as a basis to bioengineer super-soldiers. A group of soldiers objected to the plan, stole a submarine, and sank the Russian research vessel. The US Military soon discovered what had happened, and Roger Revelle had begun duplicating the Russian work. When the Russian rebels discovered this, they came to destroy this ship too, but found it strangely empty. The Investigators arrived immediately afterward. With the threat of a nuclear missile, their leader will demand the Investigators cooperate.
While the crew have been wiped out, Spencer's body cannot be found. However, a submersible has apparently left its bay and headed down into the deep ocean. Far below the ship, a vast non-Euclidean city awaits, full of cultist scientists and strange monsters. Spencer's project "Phoenix" has no less an ultimate aim than to clone Cthulhu, and thus somehow elevate himself to virtual godhood. The Investigators and their allies have the only chance to halt this insane plan, send the Great Old One back to deathless sleep, and perhaps even escape with their lives.
