Joseph Stalin formalized in a resolution "On measures for the elimination of kulak households in districts of comprehensive collectivization". The decision (Known as 'Dekulakization') was the Soviet campaign of political repressions, deportations, and executions of millions of 'better off'(Communist class enemy) Peasants.
The world's very first radiosonde (weather telemetry instrument) is launched in Pavlovsk, Russia.
