Not that I know of but its a good idea. Bloody good story!

No though I ran a League of Extraordinary Gentlemen game in which it was a similar setup. Essentially, Hastur had been summoned to Earth and currently the world was stuck in a pseudo-steampunk world. Avatars of Hastur served as agents of the British government. Their main point of contact was a man who always wore a Yellow silk mask, he was called Mr. Chambers.

Avatars of Hastur make sme think of Mr. Smith in The Matrix. Imagine a steampunk matrix...

This sounds great, is there any way to get this adventure?
Anyway, a Study in Emerald is one of the best starting points for an adventure I can think of... but also throw in some Aetheric Mechanics.... okay, this would be very similar to LXG then, in where the Mythos is even mentioned

Sadly I didn't keep any notes except a collection of stats.
The first adventure involved rescuing an American Agent named Dorothy Gale from a strange land that she had drifted into via hot air balloon. They landed in this strange land and tracked her down to the castle of the Dreaded Iron Emperor who was going to hook her up to his machines.
Sadly we didn't get very far after that.
The PCs were: Ichabod Crane (an illusionist who specialized in fear magic ala The Scarecrow), Martian Jesus (I forget what book this was based off of) and a Morlock.
Maybe someday I'll find a system to write it up for.

The Plot Hook Sounds very good.... but I'm always in for more Steampunk/Victorian Fiction in RPGs and especially Cthulhu. Therfore I'm also looking forward to Cthulhu by Gaslight and Clockwork & Cthulhu
