Yeah I've read the starting chapter before, sounds cool. But I have no idea what kind of game it'll be in the Dreamlands. A weird investigation? A fantasy romp? An exploration of an unknown and deadly land where anything can kill you?

Since I wasn't sure, I just went for the PDF. Might regret not getting the hardcover since it'll be the only print-run but I did not know enough if I'd like it to pledge 45$.
Well, let me quote for you Dennis (the author) from his recent message to the Delta Green mailing list:
"This is a bit off topic, though it IS chock full of spells, beasties and way to mess with players in a MUCH creepier version of the Dreamlands..."
I would take whatever Dennis says on face value. If he promises a much creepier Dreamlands, then oh boy, I can't wait for my hardcover.

Dennis has never ever disappointed with his Cthulhu scenarios and unless you have some financial concerns, then you should go ahead and get the hardcover.
I've made the mistake in the past not to purchase some Pagan stuff when they were readily available (i.e. DG:Countdown, Walker in the Wastes) and since then I've vowed to never make that mistake ever again. I'm getting everything the Pagan guys are publishing as soon as they are available (Kickstarter, pre-order whatever) and they always live up to my expectations. And I have very high expectations in general, not just regarding Cthulhu (which is just one of my hobbies).
What I'm saying is, if you already have some books published by Pagan, then this purchase is a no-brainer. If not yet, it will be a vote of confidence by you which - and I can assure you about this - you won't regret.
