Winning is not possible, you are only delaying the inevitable.
The only way I could think of where you could conceivably do this would be if you were in fact playing Stormbringer and your character was Elric, wielding the Black Sword (and in fact, towards the end of the Elric saga, Elric drains the soul of a god which bears a passing resemblance to Cthulhu. Elric is knocked out for days, his magic sword vanishes; meanwhile, the god is not destroyed; it is simply banished from Elric's plane for the time being).
Given the odd geometry and peculiar mathematics of a Great Old One's existence, draining POW would only remove it from one of its many dimensional facets. So yeah, I think that they would reform. Eventually. However, what are you doing introducing Great Old Ones to Stormbringer?
In a standard Cthulhu game, without Stormbringer's entertaining god-slaying shenanigans, there should be no way whatsoever one could achieve the act of draining a Great Old One's soul. Even if it were possible, the infusion of the soul energy of a pan-dimensional malevolence would in fact consume you, replacing your own soul and making you simply no more than an extrusion of the Great Old One, a tiny impermanent limb, waiting to be joined with the greater darkness of the whole. And working towards that (assuming the cosmic malevolence didn't immediately kill you or mutate you into something no longer even earthly).
But again, how the hell were you intending to achieve this? I mean, who do you think you are? Titus Crow?

Calm down wood. I think he was just asking because it came into his head. But yes, since Great Old Ones (and many servitors) exist in more then one dimension, it would simply be gone for a while until it reformed itself.

I think there is a passage in Cthulhu Now which explains what happens to Cthulhu if he is hit with a nuclear weapon. I'm sure the same would apply if he or any of the Great Old Ones were reduced to ero POW. Also, the scenario "Bad Moon Rising" in The Great Old One tells us that the GOO and Outer Gods will survive through to the next universe.
So, basically, it still woudlnt work.

Destroying a GOO is theoretically possible, but come on. Their territory will just be taken over by the next unknowable horror.
