This series of scenarios was a growth from the end of Convergence regarding the specifics of my group and regards some of the new material that the CDC has gotten its hands on which appears to be virulent enough to have an amazing 70% death ratio among the inhabitants of Groversville who were infected. The nature of the incident was publized but information controlled to prevent panic. The CDC's current stores has created fear internally in the military regarding the nature of the contagion and its possible uses as a biological weapon. Major General Michael Maples, head of the DIA and Delta Green friendly, put into motions a joint operation with a specific Stealth Bomber Squadron inside a Ohio airforce base (Wright Patterson) to get a "Cleanzone" out of the biologically Hot Groversville area, even though CDC was still operating there to determine the nature of the infection. This would involve a stealth fighter dropping a Fuel-Air Bomb over Groversville and burning out the population, CDC personnel and the infection. Certain invested parties within the U.S. government and with ties to MJ12 learned of the Major General's plan and put in motions to ensure the plane never left the ground.

The scenario began with the Major General contacting Emilio, a DIA courier, for the simple task of delivering Top Secret documents via a briefcase handcuffed to him, to the Wright Patterson's B-Hangar and the Air Force pilots there who were on standby. (They were told to suit up for a combat raid, but the location of their airstrike was so senstitive it could only be hand delivered). Emilio had no idea what he was delivering, but started to realize he was being followed...first by a black crown vic, which he managed to lose in traffic, then by a blue dodge neon, subtley tailing him from a distance. He stopped at a restaurant, luring them both inside, before he sped out of the parking lot and was only chased by one of the occupants in the neon. He slammed on his brakes and the small Dodge collided with his bumper guarded Ford Truck, totalling the other vehicle but barely putting a scratch on his (he would complain about the scratch later after stopping to examine it). Once on base in Ohio, he found the hangar eerily abandoned and when he entered the personell door, he found himself trapped in pitch darkness with a gun to his head. Two men in stealth suits and IR goggles had kidnapped the two pilots and were preparing to kill him if he didn't give them the access code to open the briefacse. (They were NRO Delta agents who had an interest in the continued cover-up caused by the alien virus and its potential use as a weapon later). Being that Emilio also knew a little Jeet Kun Do, he managed to toss the man with the gun to his head and run out of the building with the case still attached to his arm. The other agent leaked jet fuel on the captured pilots before giving chase to Emilio in his truck. The black armored van pursued him, but Emilio's supercharged truck outran the NRO Delta hit-squad, as the Hangar exploded, burning the pilots and a multi-million dollar stealth fighter. The destruction of Hangar B would be listed as a premature detonation of a Fuel Air Bomb being prepped for a test run.

Emilio returned to the Pentagon...on the long drive...he witnessed a car crash in front of him after swerving wildly, pausing to take in what was wrong, a high powered rifle from a woodline punctured one of his tires. The NRO team needed the evidence and orders signed by the General in Emilio's briefcase in order to ruin his career and weaken Delta Green even more. Emilio fled once more in his supercharged truck, driving evasively even on a deflated front tire.

After arriving back at the Pentagon, he was stalled at a security checkpoint by some black suits with a taste for authority. They tried to detain him for transporting sensitive documents without proper clearance and attempted to get him to open the case. (Again NRO Delta needed evidence to hold a Congressional Hearing against General Maples and weaken his ability to help Delta Green). Luckily Emilio knew that he didn't have to listen to a damn thing they said as he was operating under his DIA authority and continued past them, finally one pulled a gun and he ordered the Marine Pentagon guards to detain those agents.

Emilio met with General Maples and demanded an explanation for all the danger he had been in over what was in the briefcase. The General explained the danger of the bio-weapons recovered from Groversville and his intentions to firebomb the town. While the General did not mention anything about Delta Green, he hinted at the dangers that faced Emilio.

Emilio was given new orders to go to find the only survivor of the Groversville incident and the only man who knew anything about the virus. Also he was to hand deliver some documents that would be locked in his briefcase. The documents were new orders from Delta Green's A-Cell concerning an encrypted disk that was recovered from an agent investigating the Majestic Conspiracy. The document is so heavily encrypted on NSA supercomputers would have a chance at decoding it. The orders would go to Agent Donnie Hughes, and Emilio would also have a part in it, although he was unaware of it yet...he was being drawn into the conspiracy unwittingly....

Emilio travels to Virginia to meet with Agent Hughes in his house, on suspension still, the paranoid Hughes is unwittingly ready at several moments to kill Emilio.....as he's suspicious of anyone who would come from the Pentagon and deliver a locked briefcase for him... Especially since Agent Hughes is DEA and doesn't normally work with such stringent security procedures. Luckily General Maples' aide remembered to leave a message on Hughes' answering machine that the password to Emilio's case was the Groversville case report number (Donnie was ready to kill him with his silenced .22 pistol).

Opening the case, Hughes finds an Eyes-Only report for him from Major General Maples with specific orders to travel to a Secured NSA document storage facility in West Virginia and deliver specific orders to a NSA code-breaker named Erik Romanov, as well as the encrypted MJ12 disk contained inside (all with the highest Pentagon clearance of course). Once the disk has been cracked, its supposed to be taken to a member of A-Cell whom they will call and select a meeting place from a code sheet. An example would be a "Walk on the Potomac" would correspond to a specific meeting location, etc.
